The Economic Security Project (ESP) aims to establish guaranteed income programs nationwide, with a focus on California. Founded in 2016, ESP comprises 100 entrepreneurs, activists, researchers, and philanthropists committed to promoting direct cash payments.
ESP has successfully initiated over 100 guaranteed income pilots across the United States. Its affiliate, Economic Security California, plans to implement a permanent guaranteed income program in the state.
“We are transitioning from pilot initiatives to significant policies,” the group stated. “We aim to expand and enhance programs for direct cash.” ESP advocates for simple tax filing to allow individuals to receive deserved credits and contribute to an equitable tax system.
California leads the country with more than 60 guaranteed income program launches. ESP’s website emphasizes the goal of integrating guaranteed income with existing public benefits for a more comprehensive support system.
“Government agencies should explore public funding options beyond philanthropy,” the organization suggests. Public funding can include local taxes and shifting investments into direct cash supports. For instance, LA County’s “Breathe” program is funded through the county’s Poverty Alleviation Initiative.
As funds from the American Rescue Plan Act deplete, mayors are seeking alternative revenue sources. In Cook County, Illinois, a budget of $7.5 million was approved to continue the local guaranteed income initiative, reflecting a move towards sustainable local funding.
ESP describes guaranteed income as a “powerful response” to affordability issues, citing its positive impact on economic security, health, food security, housing mobility, crime reduction, child development, and employment outcomes.
Michael D. Tubbs, president of Mayors for Guaranteed Income and former Stockton mayor, advocates for regular cash support to help low-income individuals manage costs such as rent, groceries, and fuel.
