Incident at Albany Care
In 2023, a 44-year-old woman was admitted to Albany Care in Evanston for mental health reasons. Unfortunately, she was left unsupervised and raped by a fellow resident. This led to a lawsuit alleging negligence on the facility’s part. After testing at a hospital confirmed the assault, the suspect was charged with home invasion and aggravated criminal sexual assault.
Recurring Issues at the Facility
This incident was not isolated. Between 2020 and May 2025, there were 657 emergency calls involving Albany Care residents. These included a variety of serious incidents such as threats with a firearm, drug overdoses, disorderly conduct, and even a stabbing. Five resident deaths were also reported during this period.
State Action and Facility’s Response
The Illinois Department of Public Health has since revoked Albany Care’s license. However, the facility continues to operate while appealing the decision. Albany Care officials emphasize their adherence to health and safety requirements and their role in supporting residents with mental health and substance abuse issues. Many residents consider it their home and express concern over its potential closure.
Community and Legal Reactions
The local community has been highly impacted, resulting in over 1,500 people signing a petition for a thorough investigation of the facility. Some neighbors are vocal about the negative impact of Albany Care’s operations on the surrounding area. Legal actions label the facility as a public nuisance, citing a strain on city resources and safety concerns.
Inside Albany Care
Residents like Mark Williams, 44, find value in the services provided at Albany Care despite the controversies. Williams attends counseling programs and participates in group activities, highlighting the facility’s role in his stability.
Challenges and Management
Albany Care has faced repeated state citations for issues like improper resident care. Despite this, management asserts compliance with necessary regulations, blaming broader systemic issues for their challenges. Allegations include inadequate screening and low staffing, raising concerns about resident safety both inside and outside the facility.
State of Specialized Facilities
Albany Care functions as a Specialized Mental Health Rehabilitation Facility (SMHRF), aiming to support adults with serious mental health issues. Despite their purpose, these facilities face immense challenges, exacerbated by funding cuts and a lack of integrated mental health services.
Policy and Future Prospects
If Albany Care closes, alternative arrangements will be sought for residents. State health officials stress the importance of safe and effective care. Community leaders like Jonathan Nieuwsma advocate for improved treatment facilities.
The broader issue involves the healthcare system’s current structure. Community advocates argue for a reconsideration of for-profit models in mental health care to ensure comprehensive, empathetic care is prioritized over profit.
