A Possible Resurgence for the Dormant Hotel Development

Officials in Skokie are hopeful for new developments concerning a long-dormant hotel project at 4930 Oakton Street. Murphy Development Group, a Chicago-based developer, has emerged as a promising candidate to undertake the stalled venture. Of the eight to 10 developers interested in the location, Murphy Development Group is the only one to formally submit a design plan.

Village attorney Rodney Lewis commended Murphy Group’s initiative at a Board meeting on October 5, saying, “The Murphy Group decided they wanted to take the lead and come to us with a proposal.” While they are compiling estimated costs, Murphy Development Group’s involvement hinges on the village’s approval.

Background and Legal Complications

The project has been stagnant since 2023. Russell Construction sued E&M Strategic Development, the hotel’s developer and owner, alleging unpaid costs meant for constructing a Homewood Suites by Hilton. By February 2025, the lender, X-Caliber Capital, filed a lawsuit accusing E&M of defaulting on the construction loan due to cost overruns. The development remains in foreclosure, with arbitration hearings recently conducted.

Though Skokie was initially named in the lawsuit, effective legal representation led to the village being absolved from direct involvement in the litigation, according to Lewis.

Current Legal and Developments

An arbitration panel is scheduled to decide whether to extend the stay on legal decisions or set another date for arbitration on October 23. Lewis expects an extension, hoping for mutually beneficial resolutions among involved parties. The village aims not only to finalize viable developer proposals but also persuades lien holders to lessen their claims to attract developers.

Murphy Development Group Landmarks in Skokie

Village Manager John Lockerby mentioned Murphy Development Group’s previous work within Skokie, specifically serving as a developer for a nearby luxury apartment complex – Highpoint at 8000 North.

In response to Trustee Kimani Levy’s inquiry, Lewis confirmed Murphy Development proposes continuing the original hotel concept for the site.

Future Updates

Skokie Mayor Ann Tennes assured residents of regular updates on the hotel project, with the next briefing expected by the year’s end, contingent on October 23’s arbitration outcome.
