Federal Tax Credit’s Impact on New York’s Public Schools

Governor Kathy Hochul made a notable announcement in May. She plans to enroll New York State in the One Big Beautiful Bill’s tax credit initiative. This program provides a tax credit of up to $1,700 to taxpayers, encouraging donations to Scholarship Granting Organizations (SGOs).

These SGOs can use the contributions to offer scholarships, tutoring, or cover educational expenses. The targeted families have incomes up to 300 percent of the area’s median gross income. Importantly, the initiative requires no state funding.

The decision alleviates concerns about the potential impact on public school funding. By leveraging private contributions through a tax credit mechanism, the program supports educational opportunities without diverting public resources. Governor Hochul’s strategy preserves funding for public schools while introducing additional educational support for qualifying families.
