Tensions Rise Over Starlink Use in Ukraine Conflict

Ukrainian President Volodymyr Zelensky recently spoke about tensions with former U.S. President Donald Trump over discussions related to using Elon Musk’s Starlink system in military operations against Russia. This situation highlights new strains in diplomatic ties between Ukraine and the U.S. According to Newsweek, the White House has been contacted for comments.

Dependence on Starlink

Ukrainian forces rely on Starlink terminals for battlefield internet communications and drone operations. Recently, Ukraine has intensified its drone attacks on Russian targets, including oil facilities and warehouses, to bring the conflict impact closer to Moscow.

Dispute Over Starlink Access

Zelensky reported that Ukraine’s defense ministry had discussed with Musk’s SpaceX the possibility of using Starlink over Russian territory for long-range missions, pending approval. He informed Trump of Musk’s preliminary agreement; however, Trump later claimed that Musk had not granted permission, accusing Zelensky of deception.

“He said I supposedly deceived him because Musk denied Ukraine the use of Starlink on Russian territory,” Zelensky explained during an off-the-record conversation with reporters.

Political Fallout and Leadership Challenges

The situation comes amid internal tensions involving former Defense Minister Mykhailo Fedorov, who resigned after a brief term, sparking protests. Fedorov has called for elections—currently on hold due to martial law—signaling a significant challenge to Zelensky’s administration.

While Zelensky did not directly accuse Fedorov of lying, he mentioned the Starlink miscommunication as a factor in recent governmental changes. Kyiv continues discussions with the U.S. regarding Starlink’s use over Russian territory.

Technical and Operational Dynamics

The Financial Times reported Ukraine’s request to deploy Starlink-equipped drones against Russian missile launchers located up to 124 miles within Russia. Fedorov, citing his resignation, noted restricting Russian access to Starlink as a key achievement affecting Moscow’s drone capabilities.

Despite SpaceX’s policy of not providing Starlink to Russian forces, Ukrainian intelligence observed Russian troops using the systems by early 2024. Influential Russian military bloggers reported by early 2025 that Russian troops started losing Starlink access in specific areas.

Fedorov, who played a pivotal role in initially acquiring Starlink support, is expected to travel to the U.S. He might meet with Musk, although a meeting has not been confirmed, according to Reuters.
