This topic often resurfaces during elections, such as this week’s primary with competitive races for governor and Los Angeles mayor. Experts urge patience and assure that the time taken ensures accuracy, not fraud.

Reasons for the Delay

A variety of voting options contributes to the extended counting period. As Jessica Levinson, a law professor at Loyola Marymount University, explains, multiple voting methods naturally require more time for accurate tabulation.

California faced a high volume of ballots, with over 16 million cast in November 2024 alone. The widespread use of mail-in voting adds layers to the process, including the verification of signatures and post-election acceptance of ballots marked by election day.

Challenges in Processing Mail-in Ballots

The COVID-19 pandemic accelerated the shift to mail-in voting. More than 80% of Californians voted by mail in the recent election. Ballots postmarked by election day are accepted up to seven days later, resulting in a bottleneck, described as the “pig-in-the-python” effect.

Signature mismatches further complicate the process. By law, voters need to be informed and given a chance to remedy these issues. In 2024, signature issues led to tens of thousands of uncounted ballots.

Recommendations for Improvement

The California Voter Foundation proposes several enhancements:

  • Increase state funding for county election offices to enhance resources and staffing.
  • Implement a text-based system to resolve signature issues promptly.
  • Urge voters to submit ballots earlier through education and campaigns.
  • Expand in-person voting venues with a “sign, scan & go” system to expedite counting processes. Implementation in Placer County shortened processing time by several days.

Ongoing issues in electoral processes highlight the need for reforms and optimized regulations to bolster voter confidence and efficiency.
