Leadership Transition in Climate Management

Mayor Karen Bass recently confirmed the appointment of Daniela Simunovic as Los Angeles’ new chief heat officer. She took on this role on May 31, replacing Marta Segura who was quietly dismissed. Simunovic previously held the position of senior director of climate and sustainability under Mayor Bass for three years. The chief heat officer is tasked with managing the city’s response to extreme heat, a significant climate threat to California. Alongside her new role, Simunovic will lead the Climate Emergency Mobilization Office.

Office and Budget Challenges

The Climate Emergency Mobilization Office was established under Mayor Eric Garcetti in early 2021. Recently, Mayor Bass had considered eliminating this office due to a $1-billion budget deficit, but the L.A. City Council opposed this proposal. Hence, the office was transferred from Public Works to the Emergency Management Department. As one of the few cities with this dedicated position, Los Angeles joins Phoenix and Miami in taking assertive steps to combat climate issues.

Addressing Heat-Related Concerns

Extreme heat can greatly impact public health. On the hottest days, heat-related issues represent about 1% of emergency department visits in L.A. County. In 2025, the county reported 10 heat-related fatalities. Engaging with these challenges, the Climate Emergency Mobilization Office, guided by Simunovic, is actively partnering with communities to craft the City’s Heat Action and Resilience Plan, expected by early 2027.

Advancing Climate Goals

Despite the fiscal pressure, Mayor Bass has reiterated her commitment to key climate goals. Her Climate Action Plan, released in April, aspires to completely transition to renewable energy by 2035, double local solar power by 2030, curtail fossil fuel usage, plant more trees for shade, and develop cooling centers for heat relief. The focus remains on addressing heat risks effectively.
