British Prime Minister Supports Ukraine in Missile Production

Ukraine’s President Volodymyr Zelenskyy greeted Britain’s Prime Minister Andy Burnham at Horodetskyi House in Kyiv for their meeting on Monday, August 24, 2026. Burnham announced that the United Kingdom would assist Ukraine in creating long-range missiles by sharing classified technical details for British missile components. He was in Kyiv for Ukraine’s Independence Day alongside other global leaders.

Ukraine will obtain technical details from British defense firm MBDA regarding UK parts for the SCALP missile. These components will aid Ukraine in assembling the missiles. However, experts suggest this won’t result in operational missiles soon and won’t address Ukraine’s immediate needs in its conflict with Russia.

Understanding the SCALP Missile

The SCALP missile, developed by France, corresponds with the UK’s Storm Shadow missile. It is a high-precision missile capable of reaching over 250 kilometers (155 miles). With shared technology between France and Britain, the missile measures 5.1 meters (16.7 feet) and is hard to detect, targeting fixed or stationary threats like bunkers.

The SCALP and Storm Shadow missiles employ advanced navigation systems, ensuring remarkable accuracy. They are utilized by British, French, and Italian air forces and by other countries. These missiles have seen action in Iraq, Libya, and Syria.

Production Timeline and Impact

Ukraine has initiated discussions with France concerning missile assembly lines within Ukraine, enabling local production. The timeline for these plans remains unclear. Douglas Barrie from the International Institute for Strategic Studies emphasized the need for Ukrainian-assembled SCALP missiles to be integrated swiftly.

Arun Dawson from King’s College London noted these developments are unlikely to aid Ukraine before next year. He pointed out the current necessity for protection against Russian ballistic missiles, which is exacerbated by limited supplies of Patriot defense systems and production challenges in the US and Europe.

The SCALP missile can provide Ukraine offensive capabilities to strike Russian sites launching ballistic missiles. Matthew Savill from London’s Royal United Services Institute stated that manufacturing Ukraine’s own ballistic and cruise missiles would enhance the firepower offered by drones, which lack speed and stealth.

A SCALP missile features a sophisticated warhead allowing it to penetrate and destroy targets that slower drones cannot, according to Savill.

Russia’s Reaction to British Support

Russia responded negatively to the UK’s collaboration with Ukraine. Kremlin spokesman Dmitry Peskov accused the UK of inflaming the conflict in Kyiv. Prime Minister Burnham dismissed these claims, pointing out Russia’s initial aggression.

Since 2023, UK has supplied Ukraine with long-range weapons, beginning with the donation of Storm Shadow missiles. These helped Ukraine target locations within Russia and Crimea. The UK continues its efforts to aid Ukraine by working with defense companies to develop new systems launching strikes over distances exceeding 500 kilometers (310 miles).
